Germany’s green hydrogen market creates significant demand for Finnish companies

– Finnish and German hydrogen industries convened for minister-led hydrogen dialogue in Munich

The German-Finnish Chamber of Commerce, in cooperation with Hydrogen Cluster Finland and leading German and Finnish energy companies, organised the German-Finnish Hydrogen Dialogue on 5 October 2026 under the leadership of Finland’s Minister of Climate and the Environment, Sari Multala.

Hydrogen Cluster Finland’s strategy is to promote the development of an EU-wide hydrogen market, with a particular focus on the Baltic Sea region. The Cluster is putting Finland on the EU hydrogen map by communicating the competitiveness of Finland’s operating environment, the country’s potential as a hydrogen producer, and the importance of regional and cross-border cooperation in securing investments.

The Finnish Government has set a national target for Finland to become a major hydrogen-producing country and to account for 10% of the EU’s green and low-carbon hydrogen production.

Finnish-German hydrogen cooperation bears fruit

In February 2026, the Finnish and German governments signed a Joint Declaration of Intent to enhance hydrogen economy cooperation between the two countries. The agreement has generated significant interest in Finland, its hydrogen market and its production potential.

“Finland and Germany bring complementary strengths to the European hydrogen economy. Finland has abundant clean electricity and competitive production conditions, while Germany offers world-class technological expertise and strong industrial demand for hydrogen. Together, we can build a truly European hydrogen value chain,” says Sari Multala, Finland’s Minister of Climate and the Environment.

In recent months, Finnish companies have concluded significant long-term sales agreements for the German hydrogen market. “It is excellent to see cooperation between governments, companies and clusters bearing fruit, and Finland’s competitive production potential being recognised in Germany,” says Riitta Silvennoinen, Managing Director of Hydrogen Cluster Finland.

Cooperation with Germany is important not only because of the size of the German hydrogen market, but also because of Germany’s influence in the European regulatory debate. “The hydrogen economy offers enormous potential for Finland’s growth in the years and decades ahead. It is now particularly important to convince decision-makers of the need for a stable, reliable and long-term operating environment for investments. Germany has an important role as future mandates are agreed. We hope Germany’s example will encourage other countries to draft legislation that enables major investments in the future,” says Herkko Plit, Chair of the Board of Hydrogen Cluster Finland.

The Joint Declaration of Intent on Finnish-German hydrogen cooperation has been an important factor for German companies. “Government-to-government cooperation agreements play an important role when German companies assess investments and partnerships outside Germany. It has been a pleasure for the Chamber to advance hydrogen cooperation between Germany and Finland, and I believe this cooperation will create many further opportunities, particularly now that the first billion-euro agreements between companies were concluded this summer,” says Jan Feller, Managing Director of the German-Finnish Chamber of Commerce.
